Where ( which local retailer) can I find a REASONABLY priced black ink cartridge (#45 - black) for my HP Deskjet printer?
I find it ridiculous to have to pay over .00 for a small 42 ml cartridge of black ink. I browse a few local electronics retailers (Best Buy / Circuit City / Radio Shack) and office supply stores (Office Depot / Office Max) to find no prices anywhere near reasonable.

SOME walgreens will refill them for you. Its $10 for black and $15 for color.
Unfortunately, such is the world we live in. They really have a grip on the market, and there’s not too much we can do about it. The only other option is to get a generic recycled (refilled) ink cartridge. However, this isn’t guaranteed to work, and may cause issues with your printer.
But, I totally agree with you — ridiculous!
